Any unobligated balances of expired discretionary funds transferred to the Department of Commerce Nonrecurring Expenses Fund, as authorized by section 111 of title I of division B of Public Law 116–93 , may be obligated only after the Committees on Appropriations of the House of Representatives and the Senate are notified at least 30 days in advance of the planned use of funds.
