In this Act, the following: The term education and training provider means— an area career and technical education school; an early college high school; an educational service agency; a high school; a local educational agency or State educational agency; a Tribal educational agency, Tribally controlled college or university, or Tribally controlled postsecondary career and technical institution; a postsecondary educational institution; a minority-serving institution; a provider of adult education and literacy activities under the Adult Education and Family Literacy Act ( 29 U.S.C. 3271 et seq. ); a local agency administering plans under title I of the Rehabilitation Act of 1973 ( 29 U.S.C. 720 et seq. ), other than section 112 or part C of that title ( 29 U.S.C. 732 , 741); a related instruction provider, including a qualified intermediary acting as a related instruction provider as approved by a registration agency; a Job Corps center (as defined in section 142 of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3192 )); or a consortium of entities described in any of subparagraphs
(A)through (L). The term institution of higher education has the meaning given such term in section 101 of the Higher Education Act of 1965 ( 20 U.S.C. 1001 ). The term national apprenticeship system means the apprenticeship programs, youth apprenticeship programs, and preapprenticeship programs under the Act of August 16, 1937 (commonly referred to as the National Apprenticeship Act ; 50 Stat. 664, chapter 663; 29 U.S.C. 50 et seq. ). The term nontraditional apprenticeship population means a group of individuals (such as individuals from the same gender, race, or ethnicity), the members of which comprise fewer than 25 percent of the program participants in an apprenticeable occupation under the national apprenticeship system. The term nontraditional apprenticeship industry or occupation refers to an industry sector or occupation that represents fewer than 10 percent of apprenticeable occupations or the programs under the national apprenticeship system. The term registered apprenticeship program means an apprenticeship program registered under the Act of August 16, 1937 (commonly referred to as the National Apprenticeship Act ; 50 Stat. 664, chapter 663; 29 U.S.C. 50 et seq. ). The term registration agency means the State Office of Apprenticeship or State apprenticeship agency in a State that is responsible for— approving or denying applications from sponsors for registration of programs under the national apprenticeship system in the State or area covered by the registration agency; and carrying out the responsibilities of supporting the youth apprenticeship, preapprenticeship, or apprenticeship programs registered by the registration agency. The term State has the meaning given such term in section 3 of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3102 ) and includes each of the outlying areas.
