Not later than 180 days after the enactment of this Act, the head of the relevant foreign assistance agency shall provide a report to the appropriate congressional committees on the recruitment and retention of contracting officers and grant officers at such agency and recommendations to improve contracting/agreement officer recruitment and retention.
