The Congress finds as follows: The Second Amendment to the United States Constitution guarantees the right of law-abiding citizens to keep and bear arms. The firearm-related provisions of the Bipartisan Safer Communities Act ( Public Law 117–159 ) impose unnecessary burdens on that right without demonstrable benefit to public safety. The purpose of this Act is to restore constitutional protections and refocus Federal efforts on addressing the root causes of violence.
