Section 341(b) of the Immigration and Nationality Act ( 8 U.S.C. 1452(b) ) is amended to read as follows: A person who claims to be a national, but not a citizen, of the United States may apply to the Secretary of State for a United States passport. Upon proof to the satisfaction of the Secretary of State that the applicant is a national, but not a citizen, of the United States, the person shall be issued— a United States passport identifying the person as a national, but not a citizen of the United States; or upon written and signed request in the application of such person residing in a State or in a territory subject to sections 301 through 308, a United States passport identifying that person as a national and a citizen of the United States. .
Section 341 of the Immigration and Nationality Act ( 8 U.S.C. 1452 ) is amended by striking the section header and inserting the following: . The table of contents of the Immigration and Nationality Act ( 8 U.S.C. 1101 et seq. ) is amended by striking the item relating to section 341 and inserting the following: Sec. 341. Procedure for passports for U.S. non-citizen nationals. . Section 325 of the Immigration and Nationality Act ( 8 U.S.C. 1436 ) is repealed.
