Section 1341 of the National Flood Insurance Act of 1968 ( 42 U.S.C. 4072 ), as amended by section 404(c), is amended by adding at the end the following: A Write Your Own Company against which an action is instituted under this subsection shall be considered an agency of the United States for the purposes of section 2412(d) of title 28, United States Code. .
