Sec. 301. New personnel management structure for military specialists

The Secretary of each military department shall develop a plan to implement a new personnel management structure in such military department for the purpose of recruiting and retaining personnel for specific military occupational specialties requiring skills that are critical to meet current and future military requirements, including specialties involving science, technology, cybersecurity, and engineering. Each plan under subsection
(a)shall— be based on the exercise of existing authorities; examine the successes in recruiting and retaining personnel for other military occupational specialties requiring specific skills, such as medical workers, attorneys, and chaplains; and examine methods to improve recruiting and retaining personnel for the military occupational specialties described in subsection
(a)based on— methods for members of the Armed Forces to transition more easily between regular and reserve components; and methods for members of the Armed Forces to transition more easily between military service, Federal civilian service, and nongovernmental civilian service. Not later than 120 days after the date of the enactment of this Act, the Secretary of each military department shall submit to the Committees on Armed Services of the Senate and the House of Representatives the plan developed by such Secretary under this section.
