None of the amounts appropriated by this title may be obligated or expended to cancel a contract with a value that exceeds $10,000,000 until the Secretary of Veterans Affairs has submitted to the Committees on Appropriations of both Houses of Congress an advance notification and written explanation of contingency plans to replace the relevant service being cancelled, including any necessary change in the Department's staffing levels.
