Subject to subsection (b), with respect to funds made available under this title for grant or reimbursement programs under the headings Office on Violence Against Women , State and Local Law Enforcement Assistance , and Community Oriented Policing Services — up to 1 percent of funds made available for grant or reimbursement programs under such headings, except for amounts appropriated specifically for research, evaluation, or statistical programs administered by the National Institute of Justice and the Bureau of Justice Statistics, may be transferred to and merged with funds provided to the National Institute of Justice and the Bureau of Justice Statistics, to be used for research, evaluation, or statistical purposes; and not less than 0.4 percent of funds shall be transferred to the Office of Inspector General and remain available until expended for oversight and auditing purposes associated with programs administered under such accounts.
This section shall not apply to— paragraph (1)(J) under the heading State and Local Law Enforcement Assistance ; or paragraph
(6)under the heading Community Oriented Policing Services ;
