None of the funds appropriated by this Act may be made available for any institution of higher education (as defined by 20 U.S.C. 1002 ), that engages in a partnership or other formalized academic collaboration in STEM (as defined in 15 U.S.C. 8841 ) including but not limited to a joint institute with an entity, such as a college or university that is located, operated, or controlled by the Chinese Communist Party or the Government of the People’s Republic of China.
