Section 103M of the National Security Act of 1947 ( 50 U.S.C. 3034d ) is amended by adding at the end the following new subsection: Not later than 180 days after the date of the enactment of the Intelligence Authorization Act for Fiscal Year 2026 and subject to paragraph (2), the Director of National Intelligence shall appoint a member of the National Intelligence Management Council as the National Intelligence Manager for matters relating to the People’s Republic of China. The Director of National Intelligence may waive the requirement under paragraph
(1)if the Director of National Intelligence submits to the congressional intelligence committees a certification that the appointment described in paragraph
(1)would not advance the national security interests of the United States. A waiver under subparagraph
(A)shall apply for the two-year period beginning on the date on which the Director of National Intelligence submits the certification described in such subparagraph. The Director may renew the period of applicability of a waiver by submitting additional certifications under such subparagraph. The requirements of this subsection shall terminate on December 31, 2030. .
