Section 21 of title 3, United States Code, is amended— by striking paragraph (2); by redesignating paragraph
(3)as paragraph (2); and in paragraph (2), as so redesignated, by striking (or, in the case of the District of Columbia, the Mayor of the District of Columbia) . The amendments made by subsection
(a)shall take effect upon the date of the admission of the State into the Union, and shall apply to any election of the President and Vice President taking place on or after such date.
