Section 301(a)(1) of the Voting Rights Act of 1965 ( 52 U.S.C. 10701(a)(1) ) is amended by inserting before the period at the end the following: , including denials or abridgements of the rights of citizens of the United States to vote on account of age as a result of age-based restrictions for individuals of legal voting age to voting by mail . It is the sense of Congress that age-based restrictions for individuals of legal voting age to vote by mail constitute a violation of the 26th Amendment to the Constitution of the United States.
