Not later than 1 year after the date of enactment of this Act, the Secretary of Labor shall, pursuant to section 6 of the Occupational Safety and Health Act of 1970 ( 29 U.S.C. 655 ), promulgate a proposed standard for handling nonambulatory pigs. Such proposed standard shall include requirements for— employee training related to handling such pigs; and the use of mechanical lifting aids. Not later than 2 years after the date of enactment of this Act, the Secretary of Labor shall, pursuant to section 6 of the Occupational Safety and Health Act of 1970 ( 29 U.S.C. 655 ), promulgate a final standard that shall be— based on the proposed standard under paragraph (1); and effective and enforceable in the same manner and to the same extent as any standard promulgated under section 6(b) of such Act ( 29 U.S.C. 655(b) ).
A covered entity shall take such steps as may be necessary, including hiring and training additional employees, to comply with the requirements of this Act, the amendments made by this Act, and the final standard promulgated pursuant to subsection (b).
