Each Federal agency, as defined in section 4018 of title 18, United States Code, as added by this Act, shall— incorporate the requirements of this Act and the amendments made by this Act into the relevant standards and procedures governing confinement; and monitor compliance with the requirements of this Act and the amendments made by this Act.
