Not later than 2 years after the date of enactment of this Act, the Comptroller General of the United States shall submit to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report that— identifies any regulations, policies, and procedures promulgated pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5121 et seq. ) that— are obsolete; conflict with other regulations, policies, and procedures; conflict with current law; set more stringent requirements than required by law; and create unnecessary burdens and costs on disaster assistance; and contains recommendations on which regulations, policies, and procedures should be amended or rescinded.
