After consultation with Congress, the Administrator of the Federal Emergency Management Agency shall prepare recommended legislation containing additional technical and conforming amendments to reflect the changes made by this division. Not later than 90 days after the last day of the transition period referred to in section 15(e), the Administrator shall submit to Congress a report containing the recommended legislation.
