Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5205 ) is amended— by inserting or owner or operator of a private nonprofit facility after State or local government each place it appears; by inserting or owner or operator of a private nonprofit facility after Federal, State, or local government each place it appears; and by inserting or owners or operators of private nonprofit facilities after State, local, or Indian tribal governments .
