During the period beginning on October 1, 2025 and ending on September 30, 2026, none of the funds made available by this Act may be used to administer, implement, or enforce the final rule issued by the Secretary of Veterans Affairs relating to Change in Rates VA Pays for Special Modes of Transportation (88 Fed. Reg. 10032) and published on February 16, 2023.
