In this Act: The term Administrator means the Administrator of the National Oceanic and Atmospheric Administration. The term Council has the meaning given the term in section 3 of the Magnuson-Stevens Fishery Conservation and Management Act ( 16 U.S.C. 1802 ). The term Secretary means the Secretary of Commerce.
