Sec. 206. Effective date

Unless otherwise provided in this title, this title and the amendments made by this title shall take effect 360 days after the date of enactment of this Act, except that, to the extent a provision of this title requires a rulemaking, the provision shall take effect on the later of— 360 days after the date of enactment of this Act; or 60 days after the publication in the Federal Register of the final rule implementing the provision.
