The Secretary of Homeland Security may not approve an institution under the Student and Exchange Visitor Program (or any successor program) to enroll nonimmigrants admitted to the United States under section 101(a)(15)(F) or
(M)of the Immigration and Nationality Act ( 8 U.S.C. 1101(a)(15) ) unless the institution requires such a nonimmigrant to attend in-person classes at that institution at least 3 days per week.
