The Secretary of State shall annually maintain and publish a list of armed groups, militias, or proxy forces in Iraq receiving logistical, military, or financial assistance from Islamic Revolutionary Guard Corps or over which the Islamic Revolutionary Guard Corps exerts any form of control or influence. The list required under subsection
(a)shall be published concurrently with the Annual Country Reports on Terrorism required to be submitted pursuant to section 140 of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989 ( 22 U.S.C. 2656f ), beginning with the first such Country Reports published after the date of the enactment of this Act. The Secretary may, not later than 30 days after publication of the Annual Country Reports on Terrorism in accordance with subsection (b), submit to the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate a classified annex with respect to the list required under subsection (a).
