Sec. 5. Authorization of appropriations

There is authorized to be appropriated to the Secretary to carry out this Act $30,000,000 for the first fiscal year that begins after the date of enactment of this Act and for each of the 9 fiscal years thereafter. Of the amounts made available for each fiscal year under subsection (a), the Secretary shall use not more than 5 percent for administrative expenses relating to carrying out the grant program.
