Sec. 211. Effective date

Except as provided in subsection (b), this title and the amendments made by this title shall apply with respect to a State beginning January 1, 2027. Subject to the approval of the Commission, if a State certifies to the Commission that the State will not meet the deadline referred to in subsection
(a)because of extraordinary circumstances and includes in the certification the reasons for the failure to meet the deadline, subsection
(a)shall apply to the State as if the reference in such subsection to January 1, 2027 were a reference to January 1, 2029 .
