Except as provided in subsection (b), this title does not apply with respect to an exempt State. The following provisions of this title apply with respect to an exempt State: Section 206 (relating to registration portability and correction). Section 207 (relating to payments and grants). Section 209(e) (relating to enforcement). Section 209(f) (relating to relation to other laws).
