Except as provided in subsection (b), notwithstanding any other provision of the law, the President shall take such actions as may be necessary to prohibit participation in Department of Agriculture programs by covered persons that have full or partial ownership of agricultural land in the United States or lease agricultural land in the United States. Subsection
(a)shall not apply to participation in any program— relating to— food inspection or any other food safety regulatory requirements; or health and labor safety of individuals; or administered by the Farm Service Agency, with respect to the administration of this Act or the Agricultural Foreign Investment Disclosure Act of 1978 ( 7 U.S.C. 3501 et seq. ). To participate in a Department of Agriculture program described in subsection
(b)(except for a program under this Act or the Agricultural Foreign Investment Disclosure Act of 1978 ( 7 U.S.C. 3501 et seq. )), a person described in subparagraph
(A)of section 2(2) that is a person described in subparagraph
(B)of that section shall submit to the Secretary proof that the person is described in subparagraph
(B)of that section.
