It is the sense of Congress that— any reform or reorganization of the United States Agency for International Development (USAID) should be done— in accordance with existing laws; in a manner that maintains United States soft power abroad; in a manner that prevents United States adversaries and strategic competitors from filling the void on the world stage; and in a manner that makes the United States safer, stronger, and more prosperous; and only an act of Congress can eliminate the United States Agency for International Development as an independent establishment, as defined by section 104 of title 5, United States Code.
