The Secretary of the Interior shall approve operator requests to commingle production from multiple reservoirs within a single wellbore completed on the Outer Continental Shelf of the Gulf of America unless conclusive evidence establishes that such commingling— could not be conducted in a safe manner; or would result in the ultimate recovery from such formations being reduced.
