In addition to amounts otherwise available, there is appropriated to the Director of the Office of Management and Budget for fiscal year 2025, out of any money in the Treasury not otherwise appropriated, $100,000,000 to remain available through September 30, 2028, to carry out this section. The Director of the Office of Management and Budget shall use amounts made available under paragraph
(1)to pay expenses associated with improving regulatory processes and analyzing and reviewing rules issued by a covered agency. In this section: The term covered agency — means— the Department of Education; the Department of Energy; the Department of Health and Human Services; the Department of Homeland Security; the Department of Justice; the Consumer Financial Protection Bureau; and the Environmental Protection Agency; and does not include the Social Security Administration. The term rule has the meaning given the term in section 551 of title 5, United States Code, only to the extent such rule has been issued by a covered agency.
