In this section, the term confer means to engage in an open and free exchange of information and opinions that— leads to mutual understanding and comprehension; and emphasizes trust, respect, and shared responsibility. The Secretary of Health and Human Services, to the maximum extent practicable, shall confer with urban Indian organizations in carrying out health services of the Department of Health and Human Services. The Secretary of Veteran Affairs, to the maximum extent practicable, shall confer with urban Indian organizations in carrying out health services of the Department of Veteran Affairs.
