Section 139a of title 10, United States Code, is amended— in subsection (b)(2), by striking without obtaining the approval or concurrence of any other official within the Department of Defense and inserting only with concurrence from the Joint Requirements and Programming Board of the Department of Defense ; and in subsection (d)(4), by striking and performance of such analyses, as directed by the Secretary of Defense . Section 3221(b) of title 10, United States Code, is amended— by striking paragraph (6); and by redesignating paragraphs
(7)and
(8)as paragraphs
(6)and (7), respectively. Section 231a(c)(2) of title 10, United States Code, is amended— by striking subparagraph (E); and by redesignating subparagraph
(F)as subparagraph (E).
