Section 1737(a) of title 10, United States Code, is amended by striking paragraph

(4)and inserting the following: The term portfolio acquisition executive means the primary stakeholder and member of the acquisition workforce with overall management of requirements, programming, and acquisition of defense acquisition programs assigned by the service acquisition executive or component acquisition executive and shall have all the necessary officials and functional support directly under the control portfolio acquisition executive, including responsibility for performance evaluations, to the maximum extent practicable to develop, procure, and transition programs into an operational capability. .
