It is the sense of the Congress that— the PRC and its representatives are engaged in corruption across the globe, targeting public sector officials with the goal of inducing them to make official decisions that suit the interests of the PRC in exchange for personal financial gain; people across the globe do not want leaders who make deals to enrich themselves and their families in exchange for their country’s natural resources or agreeing to take on onerous national debts and loans, which the nation will be forced to pay back; and uncovering and bringing to light evidence of this sort of corruption serves the objective of empowering people everywhere to bring such practices to end.
