Sec. 322. Protecting human rights defenders at the United Nations and other multilateral bodies

The Secretary of State and the United States Permanent Representative to the United Nations shall use the voice, vote, and influence of the United States at the United Nations and other multilateral bodies— to oppose efforts by the PRC and other authoritarian actors to prevent the full participation of civil society actors, including human rights defenders, and block the accreditation of non-governmental organizations at the United Nations and other multilateral bodies; to ensure that the United Nations bolsters the protection and safe participation of civil society actors who are subject to transnational repression, state-sponsored harassment, and reprisals by the PRC and other governments; to increase monitoring and reporting to identify and track reprisals against human rights defenders, who engage with the United Nations and other multilateral bodies; to oppose efforts by the PRC and other authoritarian actors to sponsor the participation of government-organized nongovernmental organizations in the Committee on Non-Governmental Organizations of United Nations Economic and Social Council, which organizations are used as instruments of the state, including to repress participation and debate by legitimate civil society actors; to support the use of targeted sanctions, censure of member states, and all diplomatic tools, including working with other foreign governments, available to hold accountable persons that engage in reprisals against human rights defenders; and to oppose efforts by the PRC to reduce funding for human rights monitoring and civilian protection posts within Security Council approved United Nations peacekeeping missions.
