It is the sense of Congress that the Secretary of State should empower the Global Engagement Center to expand its coordinating capacity, including through the exchange of liaison officers with Federal departments and agencies that manage aspects of identifying and countering foreign influence operations. In carrying out its mandate as outlined in section 1287 of the National Defense Authorization Act for Fiscal Year 2017, the Global Engagement Center should ensure its efforts complement United States Embassy operations where applicable, including— working with key posts to equip and support officers tasked with countering foreign influence operations; supporting posts in developing country-specific programs to counter foreign influence operations; and working with regional bureaus to ensure effective coordination and mutual visibility and input into regional strategies and activities related to foreign influence operations.
There is authorized to be appropriated $150,000,000 for fiscal year 2025 for the Global Engagement Center to counter foreign state and non-state influence operations.
