Not later than 1 year after the date of the enactment of this Act, the Commandant shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report that analyzes the shipyards of Canada and Finland to assess future opportunities for collaboration on the construction of Coast Guard polar icebreakers, including the expansion of data and information sharing, workforce development, operational testing and evaluation, and other mechanisms that could support the Coast Guard in fulfilling its future mission needs in the Arctic and Antarctic, consistent with United States law.
The Comptroller General of the United States shall conduct a study on the manner in which the Coast Guard could use expertise available at shipyards located in Canada and Finland for the purpose of polar icebreaker design and construction in the United States. The study required by paragraph
(1)shall consider the following: Best practices and methods for enhanced information exchange among the United States, Canada, and Finland regarding manufacturing processes for polar shipbuilding. Best practices for international collaboration on workforce development and training. Other best practices applicable to the goals of the Icebreaker Collaboration Effort trilateral partnership. Not later than 1 year after the date of the enactment of this Act, the Comptroller General shall submit to the Committee on Commerce, Science, and Transportation and the Committee on Foreign Relations of the Senate and the Committee on Transportation and Infrastructure and the Committee on Foreign Affairs of the House of Representatives a report on the results of the study conducted under paragraph (1). Nothing in this section shall be construed as waiving the requirements of section 1151 of title 14, United States Code.
