Section 23(c)(2) of the Outer Continental Shelf Lands Act ( 43 U.S.C. 1349(c)(2) ) is amended by inserting , any issuance of a final lease, easement, or right-of-way pursuant to section 8(p)(1), and any approval, modification, or disapproval of any plan for construction or operations on such a lease, easement, or right-of-way after under this Act . The amendment made by subsection (a)— shall apply with respect to any action brought pursuant to section 23(c)(2) of the Outer Continental Shelf Lands Act ( 43 U.S.C. 1349(c)(2) ) that is filed on or after the date of enactment of this Act; and shall not apply with respect to any action described in paragraph
(1)that is filed before that date of enactment.
