Section 596(b) of the Tariff Act of 1930 ( 19 U.S.C. 1595a(b) ) is amended by striking the preceding subsection and all that follows and inserting the following: “subsection
(a)shall be liable, without regard to whether the article or articles introduced or attempted to be introduced were seized, for a penalty equal to the greater of— the domestic value of the article or articles; or $5,000. .
