Not later than 60 days after the date of enactment of this Act, the Secretary of Agriculture, the Commissioner of Food and Drugs, the Attorney General, and the Director of the Alcohol and Tobacco Tax and Trade Bureau, acting jointly, shall publish a report that includes recommendations for a Federal regulatory framework for cannabinoid beverages that contain tetrahydrocannabinol (as defined in paragraph
(vv)of section 201 of the Federal Food, Drug, and Cosmetic Act ( 21 U.S.C. 321 )) that— is modeled on the Federal regulatory framework for alcohol; and delineates responsibilities among the Department of Agriculture, the Food and Drug Administration, the Department of Justice, and the Alcohol and Tobacco Tax and Trade Bureau, for labeling, taxation, manufacturing, and adulteration standards of cannabinoid beverages that contain tetrahydrocannabinol.
