The Arctic Research and Policy Act of 1984 ( 15 U.S.C. 4101 et seq. ) is amended in the long title by striking provide and all that follows through the period at the end and inserting provide a comprehensive national policy on national research needs and objectives in the Arctic, for programs necessary to carry out that policy, including Federal programs of advanced materials research and technology, and for other purposes. .
