In implementing regulations related to tailpipe greenhouse gas emissions standards under section 202(a) of the Clean Air Act, the Environmental Protection Agency shall assess and report to Congress on the impact such regulations would have on the amount of critical minerals extracted, processed, or recycled by a foreign entity of concern (as defined in section 40207(a)(5) of the Infrastructure Investment and Jobs Act ( 42 U.S.C. 18741(a)(5) )).
