Section 307(a) ( 42 U.S.C. 3027(a) ) is amended by adding at the end the following: The plan shall provide assurances that the State agency may provide technical assistance, as needed, for area agencies on aging related to the development of business acumen, sound fiscal practices, capacity building, organizational development, innovation, and other methods of growing and sustaining the capacity of the aging network to carry out activities funded under this Act to serve older individuals and caregivers most effectively. .
