A person injured by a violation of this title (including an amendment made by this title) by a State may bring a civil action in the appropriate Federal court for such injury in accordance with this section. In a civil action under this section for a violation of this title, such remedies shall be available as would be available in a civil action for such violation against any party other than a State. Nothing in this title may be construed to limit otherwise existing obligations of recipients of Federal financial assistance under title VI of the Civil Rights Act of 1964 ( 42 U.S.C. 2000d et seq. ) or any other Federal statute.
