It is the policy of the United States that the actions of the People's Republic of China in the South China Sea constitute illegal, coercive, aggressive, and deceptive
(ICAD)tactics. It is the sense of Congress that the United States Government should describe actions of the People's Republic of China in the South China Sea as ICAD tactics and that doing so would help the diplomatic efforts of the Government of the Philippines.
