Sec. 248. Pilot program on establishing entities and consortia to conduct prototyping and production of critical and emerging technologies

Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall commence carrying out a pilot program to establish one or more entities, including consortia, through which the Secretary shall conduct prototyping activities and production activities for such critical and emerging technologies as the Secretary shall specify for purposes of the pilot program. The Secretary shall carry out all prototyping activities under the pilot program required by subsection
(a)pursuant to section 4022 of title 10, United States Code. The pilot program required by subsection
(a)shall terminate on December 31, 2030.
