Not later than 180 days after the date of the enactment of this Act, the Director of National Intelligence shall submit to the appropriate congressional committees a comprehensive plan to prioritize the recruitment and training of individuals who speak Mandarin Chinese for each element of the intelligence community. In this section, the term appropriate congressional committees means— the Select Committee on Intelligence and the Committee on the Judiciary of the Senate; and the Permanent Select Committee on Intelligence and the Committee on the Judiciary of the House of Representatives.
