The Secretary shall expedite the completion of a feasibility study or general reevaluation report (as applicable) for each of the following projects, and if the Secretary determines that the project is justified in a completed report, may proceed directly to preconstruction planning, engineering, and design of the project: Project for food risk management, Upper Guyandotte River Basin, West Virginia. Project for flood risk management, Kanawha River Basin, West Virginia, Virginia, and North Carolina.

Project for hurricane and storm damage reduction under section 3 of the Act of August 13, 1946 (60 Stat. 1056, chapter 960; 33 U.S.C. 426g ), Stratford, Connecticut. Project modification for improvements to the environment, Surry Mountain Lake, New Hampshire, under section 1135 of the Water Resources Development Act of 1986 ( 33 U.S.C. 2309a ). The Secretary shall, to the maximum extent practicable, expedite completion of the following projects and studies under the Tribal partnership program under section 203 of the Water Resources Development Act of 2000 ( 33 U.S.C. 2269 ):

The Secretary shall, to the maximum extent practicable, expedite completion of the watershed assessment for flood risk management, Upper Mississippi and Illinois Rivers, authorized by section 1206 of Water Resources Development Act of 2016 (130 Stat. 1686) and section 214 of the Water Resources Development Act of 2020 (134 Stat. 2687). The Secretary shall prioritize the completion of the prospectus for the United States Moorings Facility, Portland, Oregon, required for authorization of funding from the revolving fund established by the first section of the Civil Functions Appropriations Act, 1954 ( 33 U.S.C. 576 ).
