Section 1001 of the Water Resources Reform and Development Act of 2014 ( 33 U.S.C. 2282c ) is amended— by redesignating subsections (d), (e), and
(f)as subsections (e), (f), and (g), respectively; by inserting after subsection
(c)the following: The Secretary shall delegate the determination to grant an extension under subsection
(c)to the Commander of the relevant Division if— the final feasibility report for the study can be completed with an extension of not more than 1 year beyond the time period described in subsection (a)(1); or the feasibility study requires an additional cost of not more than $1,000,000 above the amount described in subsection (a)(2). If the Secretary determines that implementation guidance is necessary to implement this subsection, the Secretary shall issue such implementation guidance not later than 180 days after the date of enactment of the Water Resources Development Act of 2024 . ; and by adding at the end the following: In this section, the term Division means each of the following Divisions of the Corps of Engineers: The Great Lakes and Ohio River Division. The Mississippi Valley Division. The North Atlantic Division. The Northwestern Division. The Pacific Ocean Division. The South Atlantic Division. The South Pacific Division. The Southwestern Division. ; Not later than 180 days after the date of enactment of this Act, the Secretary shall develop and issue implementation guidance that improves the implementation of section 1001 of the Water Resources Reform and Development Act of 2014 ( 33 U.S.C. 2282c ). In carrying out this subsection, the Secretary shall develop and provide to each Division (as defined in subsection
(h)of section 1001 of the Water Resources Reform and Development of 2014 ( 33 U.S.C. 2282c )) a standardized form to assist the Divisions in preparing a written request for an exception under subsection
(c)of that section. The Secretary shall submit a written copy of the implementation guidance developed under paragraph
(1)to the Committee on Environment and Public Works of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives not less than 30 days before the date on which the Secretary makes that guidance publicly available.
