It is the sense of Congress that— the Corps of Engineers should have greater access to the revenue collected from the use of Corps of Engineers-managed facilities with recreational purposes; revenue collected from Corps of Engineers-managed facilities with recreational purposes should be available to the Corps of Engineers for necessary operation, maintenance, and improvement activities at the facility from which the revenue was derived; the districts of the Corps of Engineers should be provided with more authority to partner with non-Federal public entities and private nonprofit entities for the improvement and management of Corps of Engineers-managed facilities with recreational purposes; and legislation to address the issues described in paragraphs

(3)should be considered by Congress.
